MoSPI to Conduct Annual Unincorporated Sector Survey From April 2027

The Ministry of Statistics and Programme Implementation (MoSPI) has proposed adding questions on gender-specific difficulties faced by women entrepreneurs to the Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2027–28. The proposals were announced on October 26, 2026.

The survey round is proposed to run from April 2027 to March 2028, shifting from the January–December calendar to the financial year.

Key changes proposed in ASUSE 2027–28

  • Women entrepreneurs: Introduce questions on gender-specific difficulties in running and managing businesses for the first time.
  • Electricity sources: Collect information on the different sources of electricity used by establishments.
  • Fixed-asset investment: Capture investment over a longer reference period than the existing questionnaire covers.
  • Handloom and handicrafts: Add two questions to identify handloom, power-loom and handicraft establishments.
  • Survey calendar: Shift from January–December 2026 to the proposed April 2027–March 2028 cycle. The transition period of January–March 2027 would be covered using the existing ASUSE 2026 questionnaire.

The Ministry has invited feedback on the proposed questionnaire until November 15, 2026.
